Abstract

This paper explored transparent recruitment processes as a roadmap for enhancing task efficiency in public sector organizations in Rivers State, Nigeria. Transparent recruitment, characterized by public advertisement of vacancies, clear job descriptions and criteria, and open competition, is increasingly recognized as a critical mechanism for ensuring fairness, accountability, and merit-based selection in public administration. In contrast to opaque recruitment systems influenced by favoritism, nepotism, or political patronage, transparent processes prioritize competence, equal opportunity, and objective assessment, thereby strengthening institutional legitimacy and workforce quality. The study is anchored on Human Capital Theory as advanced by Gary Becker, which emphasizes that organizational performance depends on the quality of human resources acquired, and Equity Theory developed by John Stacey Adams, which explains how perceived fairness in organizational processes influences employee motivation and performance. These theoretical perspectives provide a framework for understanding how transparent recruitment contributes to improved employee competence, motivation, and productivity. Task efficiency in this study is examined through indicators such as timely completion of assignments, reduction in work errors, and optimal resource utilization. Insights literature suggests that merit-based and transparent recruitment practices enhance competence alignment, reduce skill-job mismatches, foster employee commitment, and improve service delivery outcomes in public institutions. The study concluded that transparent recruitment has a significant positive influence on task efficiency in public sector organizations in Rivers State. It recommended institutionalizing public advertisement of vacancies, enforcing objective selection criteria, promoting open competition, strengthening oversight mechanisms, and investing in continuous employee development to enhance organizational performance and public trust.
